I have been hesitant to get a home camera because I did not like the idea of them being connected to the cloud and getting hacked and whatnot. But for the first time ever an Amazon package was stolen. Are there any cameras that are local storage only with no subscription or cloud storage?

For most users, cloud recording is more secure than local recording. If you only use local recording, then an intruder could steal /destroy your camera or DVR. With cloud recording, the recorded footage will be kept in the cloud securely. 

Most IP cameras are cloud-enabled. But there are two types of IP cameras:

(1) Proprietary IP cameras. These cameras don't support open standard based IP camera protocols. They can only work with the manufacturer's service, software or NVR. You are basically locked in with the camera manufacturer. 

(2) Non-proprietary IP cameras. There are many generic IP cameras that support open standard IP camera protocols. They work with 3rd party software, service or devices. Some cameras include an SD card slot for local recording.
